The New York Times ran a series of articles, beginning December 2, 2012, which call into question whether 'incentives' to industry (such as tax rebates) actually result in any economic benefit to states and municipalities.

The first installment contains a link to a "searchable database" of incentive spending.
Among the many "incentives" granted to oil, gas and coal companies is the nearly $2 billion promised to Shell Petrochemical as an inducement for a possible ethylene "cracker" plant in Western Pennsylvania.
