Named for a refinery now owned by Shell Oil, Narco, Louisiana, is home to two distinct communities - one black and one white. Though separated by mere blocks, their realities are worlds apart. A modern David-and-Goliath story, this movie follows the struggles of a retired teacher and the all-black Diamond Community as they pressure Shell Chemical Company to offer a fair relocation plan for their whole community.
